You can search for MMEX on the TCEQ New Source Review Air Permits page
and it will show construction pending. The state has authorized the construction of this facility

Here it explains what is needed in order to proceed. If you will note one of them is the soil boring test which is what was undertaken by MMEX and moving forward as I stated before.

Looks to me they are working on completing what they need to start hiring the 400 people they need to build this modern oil refining facility.
